Stephanie Carter Bagley, President
Stephanie Bagley is the Founder and President of SCB Management Solutions, Inc. dba SCB Construction Services) (“SCB”). SCB was founded on Ms. Bagley’s more than 25 years of operational and financial leadership experience, and passion for helping organizations optimize productivity and profitability. SCB is a certified woman- and minority-owned business enterprise (WBE/MBE), is located in a historically underutilized business zone (HUBZone) in Baltimore City, and in 2019 was selected as the 2019 Minority Business of the Year by the Maryland Women’s Business Center.
SCB Construction Services was launched in 2019 and in 2020 became a signatory contractor providing Reinforcing Steel (Rebar) installation services to the public and private sector construction, utilities and offshore wind industries. SCB is an employment ecosystem that facilitates preparation and training for skilled trade apprenticeships to underserved communities in Baltimore City and surrounding counties, including veterans and formerly incarcerated, men and women, followed by skilled labor employment opportunities through SCB Construction Services.
Prior to SCB, Ms. Bagley held leadership roles as Vice President of Corporate Finance and Treasury for a privately-held engineering firm where she became well-versed in the demand for ironworkers, Director of Transformation Initiatives for Independence Blue Cross, Head of Global Risk Management for CIGNA, and Coventry Healthcare’s (now Aetna) first Risk Manager. She has also held Financial Advisory and Operational consulting roles with PwC and Resources Global (RGP) where she specialized transformation solutions, operational optimization and compliance, including a compliance audit of the Panama Canal Third Set of Locks.
Ms. Bagley has a B.S. in Accounting from the University of Maryland and M.B.A. from Duke University’s Fuqua School of Business.
Ms. Bagley relocated her office and home to Baltimore, Maryland in 2018 and enjoys giving back to her new community. In 2018 and 2020, she had the honor of testifying before the U.S. House of Representatives Small Business Subcommittee and Maryland House of Delegates, respectively, on behalf of small and women-owned businesses. She is also a Board Member and Mentor for PIVOT reentry program for women following incarceration, Duke Women of Baltimore Steering Committee Co-Chair and volunteer, and volunteer with Lillie May Carroll Jackson Charter School in Baltimore. Ms. Bagley is a member of the Iron Workers Employers Association (IWEA), Business Network for Offshore Wind (BNOW), long-standing member of Financial Executives International (FEI) and Risk and Insurance Management Society (RIMS), and former Board Member and Treasurer for the Calvert County Commission for Women (CCCW), Women’s Law Project, and Victim Services Center of Montgomery County (PA).
Adair Duckett, Apprentice Program Manager
Adair Duckett holds a Bachelors of Science Degree in Sociology and Criminal Justice Law, and brings her passion for helping others and improving lives to her role as SCB Construction Services Director of Program Management for Outreach and Training.
As an agent with the State of Maryland for over 30 years, Adair supervised and conducted investigations on individuals with the objective of assessing their risk and needs, implementing proactive and productive solutions to eliminating future risk, and monitoring their progress. As the owner of an event planning company, she brings her skills of organization, logistics and administration to her Program Management role.
